how would i go about setting up the following custom shipping method?

UK orders over £50 - free
EU orders over £150 - free
ROW orders over £250 - free

UK under £50 = 10%, min £2.50p
EU orders under £150 = 15%, min £7.50p
ROW orders under £150 = 20%, min £10.00p

oh, that is in conjunction with needing to exlucde certain items such as aerosols etc.

I would use the custom shipping by destination as a base and then you would need to add the PHP code produce the price by the order total.
